"The surprising answer was given in secret briefings on Capitol Hill last week by Eric S. Edelman, a former aide to Vice President Cheney who is now undersecretary of defense for policy. Edelman, a Foreign Service officer who once was U.S. ambassador to Turkey, revealed to lawmakers plans for a covert operation of U.S. Special Forces to help the Turks neutralize the PKK. They would behead the guerrilla organization by helping Turkey get rid of PKK leaders that they have targeted for years.

Edelman's listeners were stunned. Wasn't this risky? He responded that he was sure of success, adding that the U.S. role could be concealed and always would be denied. Even if all this is true, some of the briefed lawmakers left wondering whether this was a wise policy for handling the beleaguered Kurds, who had been betrayed so often by the U.S. government in years past."

secret briefing에 참여한 one of stunned listeners가 흘렸나 보네요.
원래 미국이 쿠르드에 대해 이중 정책을 쓰고 있긴 했고(터키쪽 쿠르드, 이라크쪽 쿠르드) 요즘 이라크 국경으로 터키군이 자꾸 넘어온다는 보도도 있었지만 그렇다고 직접 터키의 쿠르드 인종 청소(너무 심한 표현인가요? ^^;;)에 군사 개입을 하고 있다는 건가요?

투루크의 의지가 휘날리는 기사의 터키군 초소 사진이 인상적입니다. 침공시기(2003년 봄)때만 하더라도 터키의 비협조적인 자세때문에 골머리를 많이 썩었을 터인데, 이젠 자유 이라크의 이상이 더 이상 중요하지 않은걸까요[..]

The degree to which Edelman has been rewarded for his ideological affinities is apparent not only in his appointments but also in monetary emoluments. According to State Department records, in 2005 and 2006, he received Senior Foreign Service performance awards of $10,000 and $12,500, respectively, both standard for someone of his rank. However, in June of this year he received a Presidential Rank Award of $40,953, an amount described as "amazing" by a former senior State Department professional who has administered such awards. Indeed, the Office of Personnel Management cautions against granting Presidential Rank Awards for appointments requiring Senate confirmation and for those in their positions for less than three years. Gates signed off on this award, but Cheney loomed as Edelman's sponsor, having personally reviewed his performance evaluations from 2001 to 2003.

So much for that. But let's give Edelman some credit here. Surely, a graduate of the Dick Cheney school of congressional relations would know this would leak. So perhaps the plan was simply being floated in order to buy more time with the Turks, and Congress was used in order to kill it.

역대 미 행정부가 정말 극비로 일을 하고 싶을 경우 누설을 우려해 의회에게 제대로 알리지 않고 애매하게 처리하는 경우가 종종 있어 왔는데, 이번 경우는 미국이 별로 하고 싶지 않아서 몇 년간 립서비스만 하며 피해오던 일을 의회에 보고했다가 누설되었다는 게 수상쩍지 않느냐는 것이지요.


라피에사쥬/ 글쎄.. 아무래도 터키에서 오는 압력이 나날이 증대되어가고 있는 것이 느껴집니다.
